West Bengal State AIDS Prevention & Control Society was registered under the Society Registartion Act 1961 vide registration no. S/90724 of 1998-99. According the World Bank directives the National AIDS Control Organisation took up the initiative to launch the National AIDS Control Programme through the state registered societies of the each state. The aim of this initiative was implementation of the programme through quick decision making and to allow smooth flow of funds.
The NACP was implemented in different phases-
- First phase of NACP was implemented through State AIDS Cell under the directorate of Health Services during the period upto June,99
- Second Phase of the NACP was implemented through West Bengal State AIDS Prevention and Control Society during the period from 01.07.99 to 31.03.07
- Third Phase of the NACP was implemented through West Bengal State AIDS Prevention & Control Society during the period from 01.04.2007 to 31.03.2012. In the third phase, our State has scaled up targeted HIV prevention interventions for most at risk populations and further expanded the surveillance system. The surveillance and analytical work has helped us to know its heterogeneous epidemic, identify pockets which were most affected by HIV and population groups which were most at risk.
- Currently WBSAPCS is operating under the NACP , Phase IV. The phase IV commenced from 01.04.2012 and it was officially launched on April' 2013. NACP IV has to broad objectives:
- Reduce new infections by 50% (2007 Baseline of NACP III)
- Comprehensive care, support and treatment to all persons living with HIV/AIDS
- The National AIDS Control Support Project (NACSP) will support the Strategic Plan of the fourth phase of NACP 2012–2017, with a focus on outcomes. The Project will improve the delivery of public services and contribute to inclusive growth by reaching out to the most vulnerable and marginalized population groups, increasing their access to, and utilization of services, and reducing stigma and discrimination through the TIs and behavior change communication.
